Enclosed are the instructions for your Phase I Cost Recovery Plan for the fiscal year ending September 30, 2008.  Your projected nonrecurring and recurring costs for the period should be presented per the enclosed instructions just as in prior years.

 

9-1-1 service charges must be collected on any and all commercial mobile radio service connections, including prepaid connections.  Your cost recovery plan will not be approved until such service charges are remitted to the Board.

Alabama CMRS Carrier

Phase I Cost Recovery Instructions

October 1, 2007September 30, 2008

 

1.                   The CMRS carrier should submit a detailed cost recovery plan for Phase I costs according to the provisions found in Sec 11-98-7, Alabama Code & Reg. 225-1-3-.05.  This plan should include both the monthly recurring costs (MRC’s) and the non-recurring costs (NRC’s) incurred by each CMRS carrier as well as responses to items 2a-j below.  (Examples of monthly recurring and nonrecurring costs can be found below.*)  Seven copies of the plan should be submitted by November 15, 2007.  Plans should be submitted by certified or overnight mail.

            Facilities; T-1’s, selective router ports

            Database management

            Reporting

            Routing Charges

            Operations

            Engineering

            P-ANI administration

 

Non Recurring Costs:

 

            Switch upgrades

            Connection fee to 9-1-1 S/R (per DS0)

            R & D

            Network design

            Test plan development

            Software

2.                   This plan must:

 

a.       Include a cover letter which states that the enclosed plan is submitted for the applicable carrier.  This letter must be on the carrier’s letterhead and signed by an employee of the carrier authorized to prepare or assist with the preparation of the cost recovery plan.

 

b.       Be presented as the maximum remaining total costs for cost recovery for implementing Phase I service in all areas the carrier is authorized to serve Alabama.  This would include costs incurred but not requested for reimbursement as of September 30, 2007, any projected nonrecurring costs for Phase I implementation, and projected recurring costs for Phase I service for the period October 1, 2007 through September 30, 2008.  Reimbursements are only allowed for actual cost incurred.

 

c.       Include a map of your coverage area.  (If your coverage area has not changed since you submitted your cost recovery plan for the October 1, 2006 through September 30, 2007 plan year include a statement to that effect and do not submit a new map.) 

 

d.       Include a current implementation plan for Phase I that indicates areas previously implemented and projected dates for areas not yet implemented.  Also, complete and submit the SURVEY OF ENHANCED 9-1-1 IMPLEMENTATION as of September 30, 2007.

 

e.       Include a subscriber count as of September 30, 2007 and a projected subscriber count as of September 30, 2008.

 

f.        Include an estimated cost for the audit report as discussed in the Instructions for Annual Cost Recovery Statement provided to you.

 

g.       Include a list of all Alabama resellers with contact name, telephone number and address or a statement that you do not have any resellers.

 

h.       Include the telephone number for 24x7 contacts for 1) technical assistance regarding a      9-1-1 call in progress and 2) subscriber information regarding a 9-1-1 call in progress for use by the emergency communications district receiving the 9-1-1 call.

 

i.         Include a name and telephone number for an individual or department that the ECD’s can contact to obtain coverage area maps by ECD.  The emergency communication districts require coverage area maps to initiate proper response to 9-1-1 calls.  If possible, please provide coverage area maps in a digital format.

 

j.        Include a description of your method for collecting the 9-1-1- service charge for prepaid connection or a statement that you do not sell prepaid service.  Cost Recovery Plans for any carriers who are not currently remitting the CMRS service charge on prepaid connections will not be approved.  No reimbursements for Phase I costs will be approved until a Cost Recovery Plan has been approved.

 

k.       Include a brief description of your methodology for transmitting Phase II data (handset based, network based, software based, combination, etc.).

 

l.         Include all unreimbursed Phase II costs through September 30, 2007 and a projection of Phase II costs for the period October 1, 2007September 30, 2008.

 

3.                   The Board’s Cost Recovery Committee will review all CMRS carrier’s cost recovery plans and make a recommendation to the Board to approve or disapprove the plan.  Incomplete cost recovery plans will not be approved.  (Note: The Alabama Wireless 9-1-1 Board has the authority to hire and consult with outside bi-partisan persons for technical advice if needed.)

 

4.                   The Board must vote on the recommendation of the sub-committee.  The Board shall provide the carrier approval or denial of the plan, in writing

 

a.       If the board does not approve the plan, the Chairman of the Board will notify the CMRS carrier in writing.  Rationale will be included in the denial letter to the CMRS carrier.  Carrier may resubmit its cost recovery plan as soon as the Board approves an acceptable date.

b.       If the plan is approved, the CMRS carrier will be eligible for reimbursement of actual costs incurred and paid when 1) the “Agreement for Cost Recovery” has been signed by the Board and the carrier and 2) Phase I service has been implemented in at least one emergency communication district.  The Reimbursement Request Form should be filed with the Board no more than once a month.  Actual costs incurred must be documented annually per the Instructions for Annual Cost Recovery Statement.  Both the form and instructions are available at www.alwireless911.org or by contacting Kristina Hutcherson at khutcherson@mdacpa.com or at 256-533-9105.

 

5.                   The Alabama Wireless 9-1-1 Board shall maintain all cost recovery plans as proprietary information as required by Sec 11-98-9, Alabama Code & Reg. 225-1-4-.01-.03.

 

6.                   Any changes to a cost recovery plan must be submitted in writing and approved by the Board.

 

7.                   All Cost Recovery Plans for Phase I costs are due by November 15, 2007.  The CMRS carrier must present its first cost recovery plan in person to the Board’s Cost Recovery Committee.  Thereafter, plans may be submitted by mail unless the committee or the carrier requests a meeting.  If this is your first submission, contact Kristina Hutcherson to schedule your presentation.
